The sheet is there to show future builders and contractors that, if the need to dig deeper arises, cautionary measures need to be taken. The layer of clean dirt above the orange sheet is where the Olympics site is to be built, along with many other homes and buildings. Though not as effective as completely cleaning the area, this cost cutting measure is thought to be enough to protect the inhabitants of the area from the toxins.
