Asbestos and underground oil tank make Massena village board rethink property purchases
The village of Massena, New York doesn’t necessarily want to go through with an agreement to purchase several foreclosed properties that was authorized back in March. The problem is that the foreclosure proceedings have not gone through after eight months, and the village trustees are worried about the financial responsibility of purchasing and remediating the properties. The county is not willing to foreclose on them unless the village still agrees to purchase them.
The properties have become less desirable now that it is believed that the parcels of land are contaminated with asbestos and have an underground oil or gas tank. Demolition costs will be much higher after figuring in the environmental remediation that will be necessary to clean up the properties, and the village’s Restore New York grant application was denied several months ago. The structures were condemned back in 2003, but neither the owner nor the village followed through on the provision to demolish them. The matter has been tabled by the village board until January.
