Flooded Iowa homes still require asbestos permit as Halloween demolition deadline approaches
After the record flood in 2008, 10 houses were added to the Waverly, Iowa emergency demolition list. The demolition deadline, October 31, is quickly approaching. The city hired C & J Construction to complete the $178,690 project, but the company’s subcontractor still has not obtained the project-specific asbestos-handling permit required by Iowa and the Federal Emergency Management Agency (FEMA).
Water and sewer lines have to be disconnected first before demolition work can begin. The city issued the contract for the work on September 1, giving the contractor 60 days to complete the project.
Officials from the Iowa Northland Regional Council of Governments (INRCOG) have been working on behalf of the city to talk with homeowners about voluntary buyouts. Only eight homeowners out of 73 have agreed to the buyouts so far. Bought-out properties will be bid out for demolition in the future.
