Wisconsin landlord indicted on seven counts of asbestos violations

Michael Phillips of Shiocton, Wisconsin was indicted on charges of federal asbestos violations. Phillips owned Villa Apartments in New London, from which he illegally removed asbestos-laden pipe during conversion of a heating system. He did not provide the required notice to the Environmental Protection Agency (EPA) before beginning the work, did not wet down the asbestos when it was removed, did not follow proper asbestos handling procedures, failed to remove the asbestos from the building without packing it in leak-proof wrapping, failed to label packages as hazardous material and did not have anyone trained and certified in asbestos removal and disposal on the property.

Each of the seven counts Phillips was indicted on carries with it a maximum prison sentence of five years and a $250,000 fine, along with a mandatory $100 special assessment and supervised release of up to three years.
