Mayor of O’Fallon, Missouri will veto tax abatement wanted to help pay for asbestos cleanup at Highland Terrace development

O’Fallon Mayor Donna Morrow says that she will veto the tax concession that City Council recently approved for the Highland Terrance development. The developer has claimed that the tax abatement is necessary so that he can afford to clean up asbestos contamination found on the property, formerly used as an illegal dump site. Some concerns have been raised about the tax abatement: it is not contingent on the developer completing the project; it lasts 13 years instead of the more normal 10 years; and the developer’s proposal does not document the level of asbestos contamination or include a plan for dealing with the asbestos removal.
