The preconstruction costs for Pioneer Gardens, an affordable housing project in North Miami, will be five times more than expected because of asbestos contamination. While clearing the land, contractors broke through underground pipes that contained asbestos and mixed the asbestos debris with soil from the site. The asbestos clean up will cost more than $900,000.
