Charles Victoria of Parkville, Maryland, has pleaded guilty in federal court of violating the Clean Air Act during asbestos removal at the former Woodville State Hospital in Collier, Pennsylvania. Inspectors repeatedly found that asbestos was being improperly contained and disposed of under Mr. Victoria’s supervision. Asbestos that fell into a ravine remained where it fell for many months, resulting in asbestos contamination to a nearby creek. Mr. Victoria’s employer, Independent Enterprises and Industrial-Commercial Consulting International, pleaded guilty in 2006 to a similar charge. The company received three years’ probation and a $300,000 fine. Mr. Victoria could be sentenced to as much as five years in prison, receive a $250,000 fine, or both. He is scheduled for sentencing on July 25th.
