In a 4-3 split decision, the Wisconsin Supreme Court reinstated an order that Harenda Enterprises pay penalties and surcharges for violating the state administrative code through its failure to remove asbestos during the renovation of the Milwaukee Theatre. The dissenting justices said that the rules Harenda was accused of violating had not been
clearly articulated by regulators.
