Albania Deleon, owner of Environmental Compliance Training School in Methuen, New Hampshire, has been charged with fraud and conspiracy because she hired illegal workers and helped them get forged documents to avoid paying taxes. Prosecutors claim that Deleon defrauded the government of over $800,000 in taxes between from 2001 and 2005. She was arrested last summer for issuing phony asbestos training certificates to people who did not attend the required 32-hour training course. To hide the deficiencies, she had applicants sign exam papers that were completed by others. The practice was uncovered in a sting operation in which an undercover officer said Deleon offered the certificates for a payment of $400. It has been alleged that Deleon referred many of the untrained certificate holders to another of her companies that specialized in asbestos removal.
