San Francisco developer Hassan Kangarloo, owner of the Northern Hotel in Billings and the Guest House condominium project in Livingston, has been sued by Montana’s Department of Environmental Quality because he ignored fines of $64,000 against him for asbestos violations during renovation of the Guest House, a condominium project in Livingston. The Guest House is now under foreclosure and scheduled for auction on April 10th. At the time the fines were imposed, Kangarloo claimed he didn’t know about Montana’s asbestos laws. Because he ignored the violation letter, Kangarloo could face escalated penalties of $25,000 per day per violation—totaling more than $6 million.
