The Environmental Protection Agency says that remaining contamination from 9/11 does not pose a problem. But the results of the EPA’s limited, voluntary residential sampling still show lead in a number of buildings and unsafe levels of asbestos in one apartment building. The EPA’s Test and Clean Program that produced these results has been widely criticized. U.S. Rep Jerrold Nadler is concerned that the EPA program has not adequately found and addressed contamination and calls for “a comprehensive, scientifically based program.” A Government Accountability Office report also expresses concern about the value of the EPA program. Many residents, as well as former members of the W.T.C. Expert Review Panel, disbanded by the EPA, remain concerned that the EPA program does not provide a basis to conclude that lower Manhattan is safe.
